By studying at territorial level different domains of collective action in relation to the issue of risk, this paper analyses the regulation as the product of dynamics of cooperation and competition between different actors and institutions. Two types of configurations are identified: extending the regionalisation of the two last decades, the still hypothetical emergence of a regional "neo-corporatist" government of vocational training, skills and employment. Within the framework of territorial initiatives, the progressive construction of "collaborative" governance of employment, work and vocational training. The bargaining between unions and employers tends to be replaced by round tables including local departments of national government, territorial authorities, elected representatives, experts in project engineering, business associations and so on. An important common dimension aims to reunify the treatment of the various risks that may affect the work activity. Simultaneously, these forms of collective action are seeking to promote economic development.
