From the perspective of engineering design and based on the LBD’s Binary Cycles Model, this study constructed the engineering design-oriented and project-based STEM teaching model after three rounds of action research. This model includes four process modules as the startup, the preparation, the practice and the summary of the engineering project. More, it deconstructs the behavioral activities in each module from the perspective of the teachers and the students. Teachers mainly carry out the teaching activities of establishing situation, describing task, providing scaffold, guiding methods, evaluating artifacts and summary/migrating, while students carry out the learning activities of understanding challenges, clarifying projects, investigation/inquiry, engineering design, demonstration/communication and reflection/improvement. This model provides a new paradigm for the implementation of STEM teaching in basic education, and the results proved that students’ STEM literacy was improved, especially in engineering and technology. © 2021, The Education University of Hong Kong.
