The effects of argumentation scaffolds on argumentation and problem solving

An important skill in solving problems, especially ill-structured problems, is the production of coherent arguments to justify solutions and actions. Because direct instruction in argumentation has produced inconsistent results and cannot effectively support online learning, we examined the use of online argumentation scaffolds to engage and support coherent argumentation. In this study, we showed that providing a constraint-based argumentation scaffold during group problem-solving activities increased the generation of coherent arguments. The same scaffold further resulted in significantly more problem-solving actions during collaborative group discussions. The effects of the scaffold varied for problem type. Groups that solved ill-structured problems produced more extensive arguments. When solving ill-structured problems, students need more argumentation support because of the importance of generating and supporting alternative solutions. The close relationship between argumentation and problem solving, especially ill-structured problem solving, is significant. The effects of the argument scaffold consistently transferred to the production of arguments during individual problem solving. Students used the familiar argumentation scripts while solving problems individually.

In recent years the provision of vocational education and training has been recognised as having a vital role to play in improving Australia's economic performance and in alleviating the hardship of the long term unemployed. The importance of education and training gives rise to the issues of operating educational institutions with a high level of efficiency. In this article, Data Envelopment Analysis is used to derive estimates of the technical and scale efficiency of Victorian Technical and Further education Institutes in 1995. The results reveal substantial dispersion in technical and scale efficiencies. Regression analysis is used to identify variables which are associated with technical inefficiency.

Social exclusion and the transition from school to work: The case of young people not in education, employment, or training (NEET)

In the modern labor market what Côté (1996) describes as "identity capital"-comprising educational, social, and psychological resources-is at a premium in entering and maintaining employment. One consequence is the extension of education and training while young people acquire the qualifications and skills that will enhance their employability. In accordance with the perspective of life span developmental psychology, this places particular pressure on those young people growing up in disadvantaged circumstances and lacking support, especially when attempting to negotiate the transition from school to work. A particular policy concern in Britain has been directed at those young people who leave full-time education at the minimum age of 16 and then spend a substantial period not in education, employment, or training (NEET). This article reports the result of analyzing longitudinal data, collected for a subsample of the 1970 British Birth Cohort Study surveyed at age 21, to model the relationship of NEET status to earlier educational achievement and circumstances and to assess the added difficulties NEET poses in relation to the building of adult identity capital. It is concluded that although poor educational achievement is the major factor in entering NEET, inner city living for boys and lack of parental interest in their education for girls are also important. For young men the consequences of NEET lie mainly in subsequent poor labor market experience. For young women, the majority of whom are teenage mothers, the damaging effects of NEET extend to the psychological domain as well. It is concluded that effective counseling targeted at high risk groups, along the lines of the new UK "ConneXions" service, are needed to help young people avoid the damaging effects of NEET and make a successful transition to adult life. © 2002 Elsevier Science (USA).

Parental influence on students' educational choices in the United State and Germany: Different ramifications - Same effect?

Despite the historical trend in all Western societies to increase educational participation irrespective of students' social origin, the correlation between parents' education and socioeconomic status and the educational outcomes of their offspring remains a rather universal phenomenon. Although comparative studies have consistently found this association in various nations which differ in many ways in their educational systems, little is known about the mechanism behind this effect. Drawing on the assumption that career decision points are the major gateway for social background influences, we assume that similarities, as well as differences in the structure of the correlation between parents' socioeconomic background and students' school success, can be explained. Using two longitudinal data sets from the United States (N = 1425) and Germany (N = 1755) covering the school careers from Grade 7 to Grade 10, the analyses supported the hypothesis that (a) achievement information is the best predictor of career relevant decisions in both nations, (b) parents' background variables are independent additional predictors of career decision but not for actual learning progress, and (c) the assumed accumulation process of social background influences is more pronounced in the German than in the U.S. school system. © 2002 Elsevier Science (USA).

Transition discontinuities and the biographical shaping of early work careers

Because of the restructuring of work and deregulation of the labor market school-to-work transitions have been predicted to become destandardized. These structural changes will finally also erode Germany's renowned dual system of apprenticeship training. From an economic-structural point of view it is likely that young persons' social integration and biographical plans can no longer rely on this occupation-driven transition arrangement. Based on a quantitative and qualitative longitudinal study with young adults in two German labor-market regions, this exploratory study shows that the dual system not only trains for certain occupations, but also socializes for the contingencies of the labor market. The results are interpreted in the new conceptual framework of self-socialization, which links individual agency with social contexts across the life course in terms of a biography-environment fit. Applied to transition discontinuities and shifting contexts of career development, processes of self-socialization are reflected in different modes of biographical agency in the shaping of early employment careers. Self-initiated and enforced discontinuous employment and occupational change are mediated by various constellations of occupational contexts and modes of biographical agency. The study suggests that for young adults the dual system still provides skills and orientations for coping with career discontinuity. © 2002 Elsevier Science (USA).

Residential location and youth unemployment: The economic geography of school-to-work transitions

In response to increased international policy attention to youth unemployment this study investigates post-secondary school transitions of school leavers. Multinomial logit models are estimated for male and female German youth. The models control for individual, parent, and household characteristics, for those of the youth's region of residence and local labor markets. The findings suggest that immigrant youth has particularly low participation rates in continued education, and that youth unemployment is centered in high unemployment states and metropolitan areas. More generous academic benefit policies seem to be correlated with increased academic enrollment, and men's transitions to the military do reflect recent changes in defense policies.

Work process knowledge, curriculum control and the work-based route to vocational qualifications

Recent policy statements reveal that the future work-based route to vocational qualifications in the UK will include 'taught knowledge and understanding' as well as competence acquired in the workplace. The intention is to bring National/Scottish Vocational Qualifications into line with the German dual system of apprenticeship, which involves much more academic study. This article seeks to clarify the UK policy by exploring recent developments in the German dual system, and considering two key questions: how to define knowledge and understanding in this context, and how to distribute control of the curriculum between the stakeholders.
