Family practice training in Estonia

Background and Objectives: The collapse of the Communist regime has required many newly independent countries to reform their health care systems. This article presents the unique experience of Estonia's development of family practice training and the introduction of this specialty to the existing health care system. Family practice training programs began in 1991 and include several pathways to certification in family practice. For physicians currently working as district doctors, pediatricians, gynecologists, or emergency doctors, there is the possibility of part-time retraining while continuing their work as primary care physicians. For new graduates of the medical school, there is an internship and residency in family practice or the option of part-time or in-service vocational training while maintaining u clinical practice. An important aim of the program is to develop the identity of family physicians. The success and the failures of the Estonian experience in launching this project may be useful to other countries facing health care reform.

Competence–based vocational training: Ten years on and still down the wrong path?

Begins by reviewing technical progress towards establishment of an effective and standardized, competence–based vocational education and training system, and compares this progress with the system in Germany. Describes a number of respects in which the system is failing to meet its objectives. Certain stakeholders are happier with the new approach than others. Also describes the political agenda behind the introduction of competence–based training, and compares the individualist, business–centred policy in Britain with the more collaborative approach in Germany. Britain's policy towards training is consistent with its policy towards the Social Chapter. Concludes that unless the political agenda is changed, regardless of any technical improvements made, retention of the current policy will consign Britain to a low–skill competitive position with respect to the rest of Europe. © 1996, MCB UP Limited

Accessing and engaging vocational knowledge: Instructional media versus everyday practice

Analyses the development of vocational knowledge through two contrasting approaches which are referred to as the “instructional media” and everyday practice. The former is the text–based approach currently favoured by government and the latter is an approach to learning through participation in everyday activities. Using data from a study conducted in the workplace, appraises the processes and outcomes of these two approaches to learning. Indicates that everyday practice offers the greatest likelihood of securing vocational knowledge. Concludes that access to, and ongoing engagement with, authentic learning activities are significant attributes to this approach to the acquisition of vocational knowledge. © 1996, MCB UP Limited

What do customers expect from clerical workers?

In 1992, an analysis of the need for clerical workers was made at the Aarhus School of Business. An identification of 'customers' and 'customers' expectation' was made in order to apply these terms in planning a specific vocational education based on apprenticeship training. The data collection was made by means of a mailed questionnaire, with 376 Danish companies participating in the survey. The survey shows a clear profile regarding the qualifications ('customers' whats') clerical workers are expected to have. By means of factor analysis the expected qualifications have been 'collected' as working functions of a clerical worker. The survey also indicates which skills companies can teach during an apprenticeship ('customers' how'). © 1995 Taylor & Francis Group, LLC. All rights reserved.

VT2--a trainee's point of view

A pilot scheme for a second year of vocational training started in January 1994 in the West Midlands region. The position involved working part time as an associate dental surgeon in an approved general dental practice and part time as a house officer rotating around the various departments at the Birmingham Dental Hospital. Throughout the year there were 15 days termed 'study days' when lectures and courses on topics requested by those involved were arranged. At the end of the year those involved in the scheme were eligible to take the DGDP examination. This paper outlines my own thoughts of the year. © 1995 Nature Publishing Group. All rights reserved.

Using Cognitive Structures and Cognitive Dispositions to Analyse Values in vocational education

This paper conceptualises value positions in education in terms of cognitive dispositions derived from critical theory and cognitive structures derived from cognitive science. Categorisations of value positions in general, adult and vocational education are analysed for commonalities and differences and it is argued that these categorisations need to be understood in terms of both cognitive dispositions and cognitive structures. This argument is synthesised from the inadequacies of existing taxonomies of curricular orientations where they tend to confine the treatment of cognitive structures to a single category of value positions, even though all categories either explicitly or implicitly rely on attaching importance to various cognitive structures. The conceptualisation of values in terms of both cognitive dispositions and cognitive structures is applied to various vocational educational goals, including contemporary governmental goals. Informatics in teacher education in Japan

Abstract This paper charts the developments in information technology (IT) policies in education in Japan over the past decade with particular emphasis on the impacts on teacher education. Beginning with the work of the National Council on Educational Reform in 1985, the Japanese education system initiated a thorough analysis of the role of information technology in all aspects of education from kindergarten through to high school, vocational education and pre‐ and in‐service teacher education. The various approaches culminated in guidelines and statutory requirements relating to both schools' curricula and teacher training, published in the period 1990–1992. More recently other ministries have contributed to developments including the Ministry for International Trade and Industry which has categorized the different types of information engineers and among these is the new Educational Engineer. Mathematics Programs as a Means To Improve Job Qualifications for Women

Pass rates in courses for vocational (re)schooling of adults are generally low. Lack of mathematical skills is one of the factors that can be responsible. To enhance pass rates, most courses supply additional mathematics schooling. The present study investigated whether the effectiveness of additional mathematics schooling can be improved by new materialsfor the students and interactive teaching. Subjects involved in this study were female students following a business administration course. The results support the expectation that proper use of the newly developed materials help to improve the application of mathematics knowledge in job-related situations. © 1995, Sage Publications.
